We analyze how network regulation affects investment into network infrastructure and complementary services. While regulation negatively affects investment incentives in the regulated network market, the effects of network regulation on investment in complementary services can be either negative or positive, depending on the relative weight consumers assign to infrastructure versus service quality. We also find constellations where regulation can enhance perceived total quality.

The Internet is a primary engine of innovation, communication, and entertainment in our society. It is used by diverse and potentially conflicting interests. When these interests collide/in the form of technology, should the Internet stay true to its roots and let things take their course naturally, or should regulation and legislation be enacted to control what may or may not be done. This author believes public opinion is best served by light regulation and a strong focus on allowing technological innovation to take its natural course.

Various multivariate control charts have been proposed for detecting abnormal mean shift changes in a production process to avoid out-of-control signals. Such charts can detect an unusual shift, but they do not directly provide useful information about the shift magnitude or the variable - or group of variables - that has caused the out-of-control signal. The aim of this paper is to improve the control chart interpretation for the case of autocorrelated multivariate process control. In particular, autocorrelated data following the bivariate AR(1) model is used as the reference model. First, a neural-based procedure is used to detect as soon as possible whether an abnormal shift exists and which quality variable has caused the out-of-control signal. Then, four other neural networks (NNs) are trained to estimate shift's magnitude. Extensive numerically simulated examples are used to evaluate the performance of the proposed methodology.

There is an urgent need for a learning health care system that continuously and systematically draws from data to inform improvements in care. Hospital-based quality monitoring is unable to effectively track specialized care, each domain of care being performed by a handful of clinicians in each center, whose definition of standard of care comes from national professional associations and guidelines. In a myriad of domains that make up specialized care in Canada, data-driven quality improvement is hindered by a lack of nationally coordinated, practice-specific, dynamically alterable data collection. To address this deficiency, we suggest three immediately applicable, synergistic recommendations to improve real-time, patient and health system relevant, data-informed healthcare quality improvement and research. Namely, (1) add a small number of open "placeholder" fields to the Canadian Institutes of Health Information hospital discharge database, (2) create nationally coordinated strategic patient-level data collection and research for specific clinical problems and conditions of urgent health importance, and (3) support the creation and maintenance of perpetual national quality improvement and research collectives, enabling nationally-coordinated platforms for continuous standardized data collection, quality improvement and research. Examples of these initiatives within the domains of critical care medicine and thoracic surgery are presented. Continued adoption of a national standardized data-collection and data-driven quality improvement and research networks across a range of clinical disciplines would help deliver national transformation in both quality and efficiency of Canadian healthcare.

Compared with the quality of other public products, the quality problem is not only directly related to the healthy development of the entire national economic construction, but also directly related to the vital interests of the people themselves. The harm caused by poor project quality is always more serious than other low-quality products, so the whole society also pays great attention to the project quality. This paper starts with the domestic and foreign research on project quality and the five major factors that affect the project quality, establishes a neural network model, trains and simulates it, and puts forward relevant countermeasures and suggestions for the improvement of project quality according to the verification results of the model.

Perfectly coated surfaces are an essential quality feature in the automotive and consumer goods industries. They are the result of an optimized, controlled coating process. Because entire assemblies could be rejected if Out-of-Specification (OOS) parts are installed, this has a severe economic impact. This paper presents a novel, line-integrated multi-camera system with intelligent algorithms for anomaly detection on small KTL-coated aluminum parts. The system also aims to automatize the previously used human inspection to a sophisticated and automated vision system that efficiently detects defects and anomalies on coated parts.

Prior audit research suggests that most, if not all, audit quality can be explained at the office level. However, the question remains of whether office-level audit quality is contingent on how individual offices relate to the firm as a whole. Motivated by theories of knowledge management, organizational learning, and networks, we posit that individual offices are connected to their audit network through partner knowledge sharing and oversight, which impact office-level audit quality. We interview Big 4 audit partners and learn that knowledge sharing between partners in different offices is common and intended to aid in the provision of audit services. Using network connectedness to proxy for knowledge sharing and oversight between offices of the same firm, we document that more connected offices are associated with fewer client restatements and lower discretionary accruals. We additionally find that network effects are magnified when accounting treatments are more complex and require greater auditor judgement.

This paper identifies four different scopes on quality in a review of current ways of working with quality in the business-to-business sector which it synthesises and compares with regard to typical features and underlying assumptions: production, service, relationship, and network. The review is broader than previous reviews of quality and puts an emphasis on the current trend of working with quality in relationships and networks. Its fundamental idea that the range of factors included in a certain quality scope varies is applicable to analysing other key concepts underlying the company's competitive strength as well, such as productivity, value, and risk. Both researchers and managers can benefit from the systematic comparison and analysis of different ways of working with quality.

This article describes an Internet QoS visualizer that can display the quality of an application or a network accurately in real time. The proposed visualizer continu- ously monitors packets at multiple remote points and col- lects the data with a time stamp. The collected data are analyzed and displayed. By this method, the user can moni- tor quality variation in real time. This article describes the system configuration and the basic components of the In- ternet QoS visualizer. The packet inspector in the proposed visualizer aligns the clock accurately, using the wide-area clock synchronization technique.
